កិច្ចប្រជុំអំពីការរៀបចំសិក្ខាសាលាស្ដីពី «អនុប្បទានសិទ្ធិលើបំណុល»

នារសៀល ថ្ងៃចន្ទ ១៤រោច ខែបឋមាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស. ២៥៧០ ត្រូវនឹងថ្ងៃទី ១៣ ខែកក្កដា ឆ្នាំ ២០២៦ គណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានបើកកិច្ចប្រជុំស្ដីពីការរៀបចំសិក្ខាសាលាលើប្រធានបទ «អនុប្បទានសិទ្ធិលើបំណុល» ដែលគ្រោងនឹងប្រព្រឹត្តទៅនៅថ្ងៃទី២៩ ខែកក្កដា ឆ្នាំ២០២៦ ដោយមានការចូលរួមពីវាគ្មិន សមាជិកក្រុមការងារ និងភាគីពាក់ព័ន្ធ។ កិច្ចប្រជុំនេះ ត្រូវបានរៀបចំឡើងក្នុងគោលបំណងពិនិត្យ និងសម្របសម្រួលលើការរៀបចំកម្មវិធី ការកំណត់របៀបវារៈ ការសម្រួចខ្លឹមសារនៃប្រធានបទ ការចាត់ចែងតួនាទី និងភារកិច្ចរបស់ក្រុមការងារ ព្រមទាំងការត្រៀមលក្ខណៈបច្ចេកទេស និងការសម្របសម្រួលពាក់ព័ន្ធផ្សេងៗ ដើម្បីធានាឱ្យសិក្ខាសាលាប្រព្រឹត្តទៅដោយរលូន មានប្រសិទ្ធភាព និងសម្រេចបានតាមគោលបំណង។ សិក្ខាសាលានេះ នឹងផ្ដោតលើទិដ្ឋភាពច្បាប់ និងការអនុវត្តជាក់ស្ដែងពាក់ព័ន្ធនឹងអនុប្បទានសិទ្ធិលើបំណុល រួមមានគោលការណ៍ និងនីតិវិធីនៃការផ្ទេរសិទ្ធិលើបំណុល សិទ្ធិ និងកាតព្វកិច្ចរបស់ភាគីពាក់ព័ន្ធ ផលប៉ះពាល់ផ្នែកច្បាប់ចំពោះកូនបំណុល និងម្ចាស់បំណុល ព្រមទាំងបញ្ហាប្រឈមនានាក្នុងការអនុវត្ត ដោយមានការចូលរួមធ្វើបទបង្ហាញពីក្រុមការងារចំពោះកិច្ចអនុវត្តអនុស្សរណៈនៃការយោគយល់គ្នារវាងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា និងធនាគារជាតិនៃកម្ពុជា។

Meeting on the Preparation of the Seminar on “Assignment of Rights over Debt”

On the afternoon of Monday,​​ 13th July 2026, the Bar Association of the Kingdom of Cambodia held a meeting to prepare for the seminar on “Assignment of Rights over Debt,” which is scheduled to take place on 29th July 2026. The meeting was attended by the speakers, members of the working group, and other relevant stakeholders. The meeting was convened to review and coordinate the seminar arrangements, including the program schedule, agenda, refinement of the topic materials, assignment of roles and responsibilities among the working group, as well as technical preparations and other related coordination, in order to ensure that the seminar is conducted smoothly, efficiently, and in accordance with its objectives. The seminar will focus on the legal framework and practical application of the assignment of rights over debt, including the principles and procedures governing the transfer of debt claims, the rights and obligations of the parties involved, the legal implications for debtors and creditors, and practical challenges encountered in implementation. The presentations will be delivered by the Working Group responsible for implementing the Memorandum of Understanding between the Bar Association of the Kingdom of Cambodia and the National Bank of Cambodia.
