សិក្ខាសាលាស្តីពី «គោលការណ៍នីតិរដ្ឋ»

នារសៀលថ្ងៃអង្គារ ១រោច ខែមាឃ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី៣ ខែកុម្ភៈ ឆ្នាំ២០២៦ លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានចាត់តាំង លោកមេធាវី យ័ន ស៊ីណាល់ សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី អញ្ជើញជាអធិបតី និងថ្លែងសុន្ទរកថាបើកសិក្ខាសាលាស្ដីពី «គោលការណ៍នីតិរដ្ឋ» ដែលរៀបចំឡើងដោយគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា ដោយមានការអញ្ជើញចូលរួមជាវាគ្មិនកិត្តិយសគឺលោកចៅក្រម JOHN C. COUGHENOUR ជាចៅក្រមសហព័ន្ធតំបន់ខាងលិចនៃរដ្ឋវ៉ាស៊ីនតោន សហរដ្ឋអាមេរិក ព្រមទាំងមានការចូលរួមពីសមាជិកក្រុមប្រឹក្សាគណៈមេធាវី ថ្នាក់ដឹកនាំអគ្គលេខាធិការដ្ឋានគណៈមេធាវី ថ្នាក់ដឹកនាំមជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី និងសិក្ខាកាមចូលរួមដោយផ្ទាល់សរុបចំនួន៨៧ នាក់។ មុនពេលសិក្ខាសាលាចាប់ផ្ដើម មានជំនួបសំដែងការគួរសមរវាងលោកប្រធាន និងលោកចៅក្រម ដោយបានធ្វើការសំណេះសំណាលអំពីការអនុវត្តការងាររបស់លោកចៅក្រម និងដំណើរការនៃចែករំលែកបទពិសោធពាក់ព័ន្ធនឹងនីតិរដ្ឋ។ សិក្ខាសាលានេះរៀបចំឡើងក្នុងគោលបំណងឱ្យសិក្ខាកាមបានស្វែងយល់អំពីអត្ថន័យនៃនីតិរដ្ឋ ថាមនុស្សគ្រប់រូបត្រូវស្ថិតនៅក្រោមច្បាប់ ហើយច្បាប់ត្រូវបានអនុវត្តដោយយុត្តិធម៌។ ម្យ៉ាងវិញទៀត ដើម្បីជម្រុញឱ្យមានការគោរពច្បាប់ និងរបៀបដែលនីតិរដ្ឋការពារបុគ្គលគ្រប់រូប និងសង្គមទាំងមូល។ លើសពីនេះ ក៏បានបង្ហាញអំពីបញ្ហាប្រឈមនានា រួមទាំងតួនាទីរបស់ចៅក្រមក្នុងនីតិរដ្ឋ និងសីលធម៌របស់ចៅក្រមក្នុងការប្រកបវិជ្ជាជីវៈផងដែរ។ ចុងបញ្ចប់នៃកម្មវិធី លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានចាត់តាំង លោកមេធាវី យ័ន ស៊ីណាល់ សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី អញ្ជើញថ្លែងសុន្ទរកថាបិទសិក្ខាសាលា ហើយលោកមេធាវីជឿជាក់ថា បងប្អូនសហភាតានឹងបានយល់ច្បាស់ និងស្វែងយល់បន្ថែមឱ្យកាន់តែស៊ីជម្រៅ អំពីគោលការណ៍នីតិរដ្ឋ ក្នុងន័យមួយទទួលបាននូវចំណេះដឹងបន្ថែមដើម្បីយកទៅអនុវត្តក្នុងការប្រកបវិជ្ជាជីវៈជាមេធាវី។ ក្នុងឱកាសនោះ លោកមេធាវី បានថ្លែងកោតសរសើរដល់វាគ្មិនដែលបានចំណាយពេលវេលាដ៏មានតម្លៃក្នុងការចែករំលែក ព្រមទាំងជឿជាក់ថា ការចែករំលែករបស់លោកចៅក្រមនៅតែមានជាបន្តបន្ទាប់ចំពោះគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា។

Seminar on the “The Principle of the Rule of Law”

In the afternoon of Tuesday 3rd February 2026, Attorney SAING Vannak, President of the Bar Association of the Kingdom of Cambodia, designated Attorney YORN Sinal, Member of the Bar Council, to preside over and deliver the opening remarks at the Seminar on the “Principle of the Rule of Law.” The Seminar was hosted by the Bar Association of the Kingdom of Cambodia, having Mr. JOHN C. COUGHENOUR, Judge of the Western District of Washington, United States of America as a guest speaker. This Seminar was attended by members of the Bar Council, management team of BAKC's Secretariat, management team of LTC, and participants, with a total of approximately 87 attendees participating in person. Before the seminar began, there was a courtesy meeting between the President and the judges, a discussion was held about the work practices of judges and the process of sharing experiences related to the rule of law. The Seminar was organized with the objective of enabling participants to gain an understanding of the meaning and substance of the rule of law, namely that all persons are subject to the law and that the law must be applied fairly and impartially. Furthermore, it aimed to promote respect for the law and to explain how the rule of law protects individuals and society as a whole. In addition, the Seminar addressed various challenges, the role of judges within a rule-of-law system, and judicial ethics in the exercise of the judicial profession. At the conclusion of the program, Attorney SAING Vannak, President of the Bar Association of the Kingdom of Cambodia, designated Attorney YORN Sinal, Member of the Bar Council, to deliver the closing remarks of the Seminar. Attorney YORN Sinal expressed his confidence that fellow colleagues had gained a clearer and deeper understanding of the principle of the rule of law, thereby acquiring additional knowledge to be applied in the practice of the legal profession. On this occasion, he also conveyed his appreciation and commendation to the speaker for dedicating valuable time to share knowledge, and expressed confidence that such meaningful contributions by the judge would continue for the benefit of the Bar Association of the Kingdom of Cambodia.
