ពិធីបិទ និងប្រគល់វិញ្ញាបនបត្រវគ្គបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវី វគ្គទី២

នាព្រឹកថ្ងៃអង្គារ ១៥កើត ខែផល្គុន ឆ្នាំម្សាញ់ សប្តស័ក ព.ស ២៥៦៩ ត្រូវនឹងថ្ងៃទី៣ ខែមីនា ឆ្នាំ២០២៦ លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានអញ្ជើញជាអធិបតីភាព ក្នុងពិធីបិទ និងចែកវិញ្ញាបនបត្រជំនាញជំនួយការមេធាវីដល់សិក្ខាកាមវគ្គទី២ ដែល ទទួលបានជ័យលាភីដែលបានឆ្លងកាត់វគ្គបណ្តុះបណ្តាលបញ្ចប់ដោយជោគជ័យចំនួន ៣១២នាក់ ក្នុងចំណោមសិក្ខាកាមចំនួន៣១៧នាក់។ ពិធីនេះប្រព្រឹត្តឡើងនៅទីស្នាក់ការគណៈមេធាវី ដែលមានការអញ្ជើញចូលពី សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី ថ្នាក់ដឹកនាំនៃអគ្គលេខាធិការដ្ឋានគណៈមេធាវី នាយកនិងថ្នាក់ដឹកនាំនៃមជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី និងសិក្ខាកាមនៃវគ្គជំនាញជំនួយការមេធាវីវគ្គទី២ផងដែរ ។ លោកមេធាវី ប៉ា ងួនគា នាយកមជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី បានឡើងធ្វើរបាយការណ៍សង្ខេប ពីសកម្មភាពនៃការបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវី របស់មជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី ជូនដល់អង្គពិធី ។ ក្នុងឱកាសនោះ លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានមានមតិកោតសរសើរ និងវាយតម្លៃខ្ពស់ ចំពោះកិច្ចខិតខំប្រឹងប្រឹងរបស់មជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី និងគ្រប់ភាគីពាក់ព័ន្ធទាំងអស់ ដែលបានចូលរួមក្នុងដំណើរការនៃការបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវីវគ្គទី២ ឱ្យប្រព្រឹត្តទៅដោយរលូន និងបញ្ចប់ដោយជោគជ័យ គួរជាទីមោទនៈ ។ ជាមួយគ្នានោះ លោកប្រធានបានចូលរួមអបអរសាទរ ជាមួយសិក្ខាកាមទាំង៣១២រូប ដែលបានឆ្លងកាត់វគ្គបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវី សម្រាប់វគ្គទី២ ប្រកបដោយជោគជ័យ ។ លោកប្រធានបន្ថែមថា ការបង្កើតវគ្គជំនាញជំនួយការមេធាវីនេះឡើង គឺជាសមិទ្ធផលនៃទិសដៅការងាររបស់លោកប្រធាន ដែលបានដាក់ចេញ នាពេលចូលកាន់តំណែងជាផ្លូវការកាលពីថ្ងៃទី២៩ ខែតុលា ឆ្នាំ២០២៤ កន្លងមក ពោលគឺផែនការសកម្មភាពអាទិភាពទី១ នៃទិសដៅការងារទី២ នៃគោលនយោបាយដឹកនាំចំនួន៩ចំនុច របស់លោកប្រធាន គឺ «ការពង្រឹងការអនុវត្តច្បាប់ស្តីពីលក្ខន្តិកៈមេធាវី ក្រមសីលធម៌ និងសេចក្តីសម្រេចផ្សេងៗរបស់គណៈមេធាវី» ត្រូវបានអនុវត្តដោយជោគជ័យ ។ ជាទីបញ្ចប់ មុនពិធីប្រគល់វិញ្ញាបនបត្រជូនដល់សិក្ខាកាមជ័យលាភី លោកប្រធានបានផ្តាំផ្ញើ និងផ្តល់ជាអនុសាសន៍មួយចំនួន ជូនដល់សិក្ខាកាមដែលបានឆ្លងកាត់វគ្គបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវីវគ្គទី២ ទាំងអស់ សូមយកចំណេះជំនាញ ដែលបានសិក្សារៀនសូត្រ នាកាលកន្លងមក ទៅប្រើឱ្យចំគោលដៅ និងគោលបំណង ធ្វើយ៉ាងណាយកទៅប្រើប្រាស់ដើម្បីជួយដល់ការងាររបស់មេធាវី ប្រកបដោយស្មារតីទទួលខុសត្រូវខ្ពស់ ជាពិសេសប្រសិនបើទៅថ្ងៃខាងមុខ បងៗ ប្អូនៗ ឬក្មួយៗ មានឱកាសក្លាយជាមេធាវី សូមយកចំណេះដឹងនេះ ធ្វើជាដើមទុនសម្រាប់បំពេញការងារវិជ្ជាជីវៈមេធាវី ធ្វើយ៉ាងណាកុំឱ្យមានការបំពានវិធានវិជ្ជាជីវៈណាមួយ នាំឱ្យមានទណ្ឌកម្មជាបទវិន័យដល់ខ្លួន ។

Certificate Awarding Ceremony for the Second Batch Lawyer Asistant Training Course

On the morning of Tuesday, 3th March 2026, Attorney SAING Vannak, President of the Bar Association of the Kingdom of Cambodia, presided over the closing and certificate presentation ceremony for participants of the Second Batch of the Lawyer Assistant Training Course. A total of 312 participants successfully completed the program out of 317 enrolled participants. The ceremony was held at the Bar Association’s headquater, with the attendance of Members of the Bar Council, Leaders of the Secretariat General, the Directors and Management of the Lawyer Training Center, and participants of the second batch. Attorney PA Ngounkea, Director of the Lawyer Training Center, delivered a brief report outlining the activities and achievements of the training course. On this occasion, President SAING Vannak expressed high appreciation for the dedicated efforts of the Lawyer Training Center and all relevant parties who contributed to the smooth and successful completion of the second batch. He also extended congratulations to the 312 participants who successfully completed the course. The President further noted that the establishment of the Lawyer Assistant Training Course is a key achievement under his leadership agenda since officially assuming office on 29th October 2024. Specifically, it reflects the successful implementation of Priority Action No.1 under Strategic Direction No.2 of his nine-point policy agenda, namely: “Strengthening the enforcement of the Law on the Statute of Lawyers, the Code of Ethics, and other decisions of the Bar Association.” Before presenting the certificates, the President offered guidance and recommendations to all participants of the second batch. He encouraged them to apply the knowledge and skills acquired through the course effectively and responsibly in supporting lawyers’ work. He further advised that those who may become lawyers in the future should use this knowledge as a foundation for their professional practice, and always uphold professional standards to avoid any disciplinary sanctions.
