ពិធីបើកវគ្គបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវី វគ្គទី៣

នៅទីស្នាក់ការគណៈមេធាវី នាព្រឹកថ្ងៃសុក្រ ៤រោច ខែមាឃ ឆ្នាំម្សាញ់ សប្តស័ក ពុទ្ធសករាជ២៥៦៩ ត្រូវនឹងថ្ងៃទី៦ ខែកុម្ភៈ ឆ្នាំ២០២៦ លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានអញ្ជើញជាអធិបតីភាព ក្នុងពិធីបើកវគ្គបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវី វគ្គទី៣ ដោយមានការអញ្ជើញចូលពី សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី ថ្នាក់ដឹកនាំនៃអគ្គលេខាធិការដ្ឋានគណៈមេធាវី ទីប្រឹក្សាប្រធានគណៈមេធាវី នាយកនិងថ្នាក់ដឹកនាំនៃមជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី និងសិក្ខាកាមនៃវគ្គជំនាញជំនួយការមេធាវី វគ្គទី៣ សរុបចំនួន ៣១១រូប ។ នាឱកាសនោះ លោកមេធាវី ប៉ា ងួនគា នាយកមជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី បានជម្រាបជូនដល់គណៈអធិបតី និងអង្គពិធីទាំងមូលអំពីកម្មវិធីសិក្សា ដែលសិក្ខាកាមត្រូវទទួលការបណ្តុះបណ្តាលនៅក្នុងវគ្គនេះ មានសរុបចំនួន ៦០ម៉ោង លើមុខវិជ្ជាពាក់ព័ន្ធចំនួន៤ គឺ ៖

១. វិធានវិជ្ជាជីវៈមេធាវី

២. រឿងក្តីរដ្ឋប្បវេណី និងរឿងក្តីព្រហ្មទណ្ឌ

៣. ការធ្វើសេចក្តីព្រាងកិច្ចសន្យានិងលិខិតរដ្ឋបាល និង

៤. សំណេរស្រាវជ្រាវផ្នែកច្បាប់។ ឆ្លៀតក្នុងឱកាសនោះដែរ លោកប្រធានបានបញ្ជាក់ថា ការបើកវគ្គបណ្តុះបណ្តាលជំនាញជំនួយការមេធាវី វគ្គទី៣ នាពេលនេះ គឺជាកម្មវិធីបណ្តុះបណ្តាលថ្មីមួយ ដែលត្រូវបានបង្កើតឡើងក្នុងអាណត្តិដឹកនាំរបស់លោកប្រធាន ក្នុងគោលដៅដើម្បីពង្រឹងសមត្ថភាពជំនួយការមេធាវី ដែលជាសេនាធិការយ៉ាងសំខាន់ក្នុងការប្រកបវិជ្ជាជីវៈមេធាវីរបស់បងប្អូនសហភាតា ស្របនឹងចំណុចទី៤ នៃគោលនយោបាយដឹកនាំរបស់លោកប្រធាន គឺ«ពង្រឹង និងពង្រីកយន្តការបណ្តុះបណ្តាលដើម្បីបង្កើនសមត្ថភាពមេធាវីស្របតាមការអភិវឌ្ឍនៃសង្គម សេដ្ឋកិច្ច និងបច្ចេកវិទ្យា» ដែលជាគោលនយោបាយមួយក្នុងចំណោមគោលនយោបាយទាំង៩ចំណុច ដែលលោកប្រធានបានដាក់ចេញសម្រាប់ការដឹកនាំគណៈមេធាវីក្នុងអាណត្តិទី១៥ ស្របនឹងទិសស្លោក «រួមគ្នាដើម្បីវិបុលភាពនៃវិជ្ជាជីវៈមេធាវី»។ លោកប្រធាន ក៏បានផ្តាំផ្ញើ សិក្ខាកាមនៃវគ្គបណ្តុះបណ្តាលនេះ ធ្វើយ៉ាងណាចូលរួមឱ្យបានសកម្ម និងត្រូវយកចិត្តទុកដាក់ខ្ពស់ក្នុងអំឡុងពេលនៃការបណ្តុះបណ្តាល ជាពិសេសគោរពឱ្យបាននូវបទវិន័យនៃវគ្គបណ្តុះបណ្តាល ដើម្បីជាប្រយោជន៍សម្រាប់ខ្លួនឯងនាពេលអនាគត។

Opening Ceremony of the Third Batch Lawyer Assistant Training Course

At the Bar Association of the Kingdom of Cambodia (BAKC) headquarters, on the morning of Friday, 6th February 2026, Attorney SAING Vannak, President of the Bar Association of the Kingdom of Cambodia, presided over the Opening Ceremony of the 3rd Batch Lawyer Assistant Training Course. The ceremony was attended by members of the Bar Council, Head Officials of the BAKC Secretariat General, Advisors to the President, Directors and Management of the Lawyer Training Center, and a total of 311 members of the 3rd Batch Lawyer Assistant Training Course. On this occasion, Attorney PA Ngounkea, Director of the Lawyer Training Center, briefed the presiding panel and participants on the training curriculum. The trainees will undergo a total of 60 training hours covering four subject areas:

1. Professional ethics of lawyers

2. Civil and criminal cases

3. Drafting of contracts and administrative documents

4. Legal research and writing On this occasion, Attorney SAING Vannak emphasized that the launch of the 3rd Batch Lawyer Assistant Training Course is a newly established initiative under his leadership. Its purpose is to strengthen the capacity of lawyer assistants, who play a vital supporting role in the legal profession. This initiative aligns with Point 4 of his leadership policy: “Strengthening and expanding training mechanisms to enhance lawyers’ capacity in line with social, economic, and technological development.” This policy forms part of the nine key policies guiding the Bar Association during the 15th mandate, under the slogan “Together for the Prosperity of the Lawyer Profession.” The President also encouraged all members to actively participate, maintain strong commitment throughout the training period, and strictly observe the training discipline, for their own professional development and future benefit.
