សិក្ខាសាលាស្ដីពី «ការផ្សព្វផ្សាយច្បាប់ស្តីពីការប្រឆាំងបទល្មើសឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា»

នារសៀល ថ្ងៃសុក្រ ២រោច ខែទុតិយាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី៣១ ខែកក្កដា ឆ្នាំ២០២៦ គណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានរៀបចំសិក្ខាសាលាស្ដីពី «ការផ្សព្វផ្សាយច្បាប់ស្តីពីការប្រឆាំងបទល្មើសឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា» ដែលមានការអញ្ជើញធ្វើបទឧទ្ទេសនាមដោយ ឯកឧត្តម កេង​ សុម៉ារិទ្ធ រដ្ឋលេខាធិការក្រសួងយុត្តិធម៌។ កម្មវិធីនេះមានការអញ្ជើញចូលរួមរបស់លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី ថ្នាក់ដឹកនាំអគ្គលេខាធិការដ្ឋានគណៈមេធាវី ថ្នាក់ដឹកនាំមជ្ឈមណ្ឌលបណ្ដុះបណ្ដាលវិជ្ជាជីវៈមេធាវី ព្រមទាំងសិក្ខាកាមជាមេធាវី និងសិស្សមេធាវីចូលរួមប្រមាណ ២៣០នាក់។ ថ្លែងក្នុងសុន្ទរកថាបើកកម្មវិធី លោកប្រធាន បានលើកឡើងអំពីសារសំខាន់នៃការចូលរួមរបស់មេធាវីក្នុងប្រយុទ្ធប្រឆាំងនឹងបទល្មើសឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា។ លោកប្រធានបានកត់សម្គាល់ថា នៅក្នុងបរិបទនៃការរីកចម្រើនផ្នែកប្រព័ន្ធបច្ចេកវិទ្យា ក្រៅអំពីគុណប្រយោជន៍ដែលសម្របសម្រួលដល់ជីវភាពរស់នៅ និងជម្រុញប្រសិទ្ធភាពនៃការប្រកបកិច្ចការ ផលអវិជ្ជមានក៏កើតមានផងដែរ ជាពិសេសបញ្ហានៃការឆបោក ដោយហេតុថារូបភាពនៃការឆបោកកាន់តែសម្បូរបែប និងមានភាពស្មុគស្មាញ ធ្វើឱ្យកាន់តែលំបាកក្នុងការស្វែងរកប្រភពនៃបទល្មើស។ នៅក្នុងបទឧទ្ទេសនាមនៃសិក្ខាសាលានេះ ឯកឧត្តម កេង សុម៉ារិទ្ធ បានធ្វើការបង្ហាញនូវចំណុចសំខាន់ៗ មួយចំនួនដូចខាងក្រោម៖

១. សញ្ញាណនៃច្បាប់ស្តីពីការប្រឆាំងការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា ដោយលើកឡើងពីទិដ្ឋភាពបច្ចេកទេសច្បាប់នៅប្រទេសកម្ពុជា និងបញ្ហាប្រឈម ទិដ្ឋភាពនយោបាយ និងភាពចាំបាច់នៃច្បាប់នេះ

២. សារបាន និងដំណើររៀបចំច្បាប់ ដោយបានបង្ហាញអំពីដើមចមនៃការបង្កើតច្បាប់ ចាប់តាំងពីដំណាក់កាលដំបូងរហូតឈានដល់ការអនុម័តច្បាប់នេះ

៣. ខ្លឹមសារសំខាន់ៗនៃច្បាប់ រួមមានបទប្បញ្ញតិ្តទូទៅ បទល្មើសថ្មីដែលកើតឡើងតាមរយៈច្បាប់នេះ នីតិវិធីពិសេស និងលក្ខណៈពិសេសផ្សេងទៀតនៃច្បាប់

៤. ទិដ្ឋភាពជាក់ស្តែងនៃការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា ក្រោយពីបានបញ្ចប់បទបង្ហាញ ឯកឧត្តមក៏បានបើកឱ្យមានការពិភាក្សាជាសំណួរចម្លើយពីសិក្ខាកាមនូវចំណុចផ្សេងៗដែលពាក់ព័ន្ធនឹងសិក្ខាសាលានេះ។ បន្ទាប់ពីដំណើរការកម្មវិធីពេញមួយរសៀល លោកប្រធានគណៈមេធាវីបានថ្លែងមតិយោបល់សរុបខ្លឹមសារនៃសិក្ខាសាលា ព្រមទាំងថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះការចំណាយពេលវេលាចូលរួមជាវាគ្មិនក្នុងកម្មវិធីសិក្ខាសាលា ក៏ដូចជាគោរពថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះឯកឧត្តម កើត រិទ្ធ ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីក្រសួងយុត្តិធម៌ ដែលចាត់តាំងវាគ្មិនតាមការអញ្ជើញរបស់គណៈមេធាវី ជាហេតុនាំឱ្យមានសិក្ខាសាលានាថ្ងៃនេះ។

Seminar on "Dissemination of the Law on Combating Online Scams"

On the afternoon of Friday, 31st July 2026, the Bar Association of the Kingdom of Cambodia (BAKC) organized a seminar on "Dissemination of the Law on Combating Online Scams," featuring a presentation by H.E. KENG Somarith, Secretary of State of the Ministry of Justice. The seminar was attended by Attorney SAING Vannak, President of the Bar Association of the Kingdom of Cambodia, members of the Bar Council, the leaders of the General Secretariat of the BAKC, the leaders of the Lawyer Training Center, as well as approximately 230 lawyers and lawyer trainees. In his opening remarks, Attorney SAING Vannak highlighted the important role of lawyers in combating online scams. He noted that while technological advancement has greatly improved people's daily lives and enhanced the efficiency of business and professional activities, it has also created new challenges, particularly the rise of online scams. As fraudulent schemes continue to evolve in both variety and sophistication, identifying and tracing offenders has become increasingly difficult. During the seminar, H.E. KENG Somarith presented several key topics, including:

1. Overview of the Law on Combating Online Scams, including Cambodia's legal framework, existing challenges, policy considerations, and the necessity of enacting the law.

2. Legislative Background and Development Process, outlining the origins of the law from its initial drafting through to its adoption.

3. Key Provisions of the Law, including general provisions, newly established criminal offences, special procedural mechanisms, and other distinctive legal features.

4. Practical Aspects of Online Scams, with discussion of real-world fraud schemes and enforcement challenges. Following the presentation, H.E. KENG Somarith held an interactive question-and-answer session, during which participants raised various issues related to the implementation and application of the law. At the conclusion of the seminar, Attorney SAING Vannak delivered the closing remarks, summarizing the key discussions and expressing his sincere appreciation to H.E. KENG Somarith for sharing his valuable expertise and insights. He also extended his profound gratitude to Deputy Prime Minister and Minister of Justice KOEUT Rith for designating the distinguished speaker at the invitation of the Bar Association, which made the successful organization of the seminar possible.
