សិក្ខាសាលាស្តីពី «អភិវឌ្ឍការអនុវត្តវិជ្ជាជីវៈ៖តួនាទីមេធាវីក្នុងយន្តការសន្ធានកម្ម»

នារសៀលថ្ងៃព្រហស្បតិ៍ ៤កើត ខែមាឃ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី២២ ខែមករា ឆ្នាំ២០២៦ លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានអញ្ជើញជាអធិបតី និងថ្លែងសុន្ទរកថាបើកសិក្ខាសាលាស្តីពី «អភិវឌ្ឍការអនុវត្តវិជ្ជាជីវៈ៖ តួនាទីមេធាវីក្នុងយន្តការសន្ធានកម្ម» ដែលសហការរៀបចំរវាងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា និងមជ្ឈមណ្ឌលដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការអូស្ត្រាលី(ADRC) ដោយមានការអញ្ជើញជាវាគ្មិនកិតិ្តយសពីលោកស្រីមេធាវី Delcy Lagones de Anglim ស្ថាបនិក និងជាប្រធានក្រុមប្រឹក្សាភិបាលមជ្ឈមណ្ឌលដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការអូស្ត្រាលី និងមានការចូលរួមពីសមាជិកក្រុមប្រឹក្សាគណៈមេធាវី ថ្នាក់ដឹកនាំអគ្គលេខាធិការដ្ឋានគណៈមេធាវី ថ្នាក់ដឹកនាំមជ្ឈមណ្ឌលបណ្តុះបណ្តាលវិជ្ជាជីវៈមេធាវី ព្រមទាំងសិក្ខាកាមចូលរួមដោយផ្ទាល់សរុបចំនួន ១៣៧ នាក់។ គោលបំណងនៃសិក្ខាសាលានេះ គឺចង់ឱ្យសិក្ខាកាមបានស្វែងយល់អំពីយន្តការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការ ថាតើអ្វីទៅជាយន្តការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការ វិធីសាស្រ្តនៃការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការ ការវិវត្តនៃការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការក្នុងតំបន់និងក្នុងសកលលោក ព្រមទាំងសិក្សាស្វែងយល់អំពីទំនើបកម្មវិជ្ជាជីវៈនិងការអភិវឌ្ឍវិជ្ជាជីវៈដោយប្រើយន្តការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការនិងសន្ធានកម្ម។ ក្នុងឱកាសនោះ លោកប្រធានគណៈមេធាវី បានលើកឡើងថា គោលបំណងរបស់ADRC ស្របគ្នានឹងឆន្ទៈរបស់លោក ក្នុងនាមជាប្រធានគណៈមេធាវី ការពង្រីកវិសាលភាពនៃការបណ្តុះបណ្តាល ក៏ដូចជាបង្កើតឱកាសការងារដល់សមាជិកគណៈមេធាវី តាមរយៈការបញ្ជ្រាបការយល់ដឹងរបស់មេធាវីទៅលើយន្តការដោះស្រាយវិវាទផ្សេងៗ បន្ថែមពីអ្វីដែលធ្លាប់បានអនុវត្តកន្លងមក។ ដោយមានឆន្ទៈត្រូវគ្នាបែបនេះ ទើបគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា និងមជ្ឈមណ្ឌល ដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការអូស្ត្រាលី បានចុះអនុស្សរណៈនៃការយោគយល់ កាលថ្ងៃទី២៣ ខែតុលា ឆ្នាំ២០២៥ ក្នុងគោលបំណងបង្កើតកិច្ចសហប្រតិបត្តិការលើការបណ្តុះបណ្តាលអំពីយន្តការនៃដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការ ដែលជាឯកទេសកម្មរបស់មជ្ឈមណ្ឌល។ ចុងបញ្ចប់នៃកម្មវិធី លោកមេធាវី ប៊ុន ណាវីណា អគ្គលេខាធិការរងគណៈមេធាវី តំណាងលោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានអញ្ជើញថ្លែងសុន្ទរកថាបិទសិក្ខាសាលា ហើយលោកមេធាវីជឿជាក់ថា សហភាតាច្បាស់ជាបាន ស្វែងយល់បន្ថែមកាន់តែស៊ីជម្រៅ អំពីយន្តការនៃការដោះស្រាយវិវាទក្រៅប្រព័ន្ធតុលាការ ជាពិសេសការ ជ្រើសរើសយកសន្ធានកម្មក្នុងការដោះស្រាយវិវាទ៕

Seminar on “How to improve your legal practice, the role of Lawyer in Mediation”

On the afternoon of Thursday 22 January 2026, Attorney SAING Vannak, President of the Bar Association of the Kingdom of Cambodia, presided over and delivered the opening remarks at the seminar on “How to improve your legal practice, the role of Lawyer in Mediation”. The seminar was jointly organized by the Bar Association of the Kingdom of Cambodia and the Australasian Dispute Resolution Centre (ADRC). The seminar featured Attorney Delcy Lagones de Anglim, Founder and Chair of the Board of the Australasian Dispute Resolution Centre (ADRC), as the distinguished guest speaker. The event was attended by members of the Bar Association Council, Senior Officials of the Bar Association Secretariat and Departments, representatives of the Lawyer Training Center, and guests, with a total of 137 participants attending in person. The objective of the seminar was to provide participants with a comprehensive understanding of Alternative Dispute Resolution (ADR) mechanisms, including the concept of ADR, methods of ADR, and the Development of ADR at both regional and global levels. It also focused on professional modernization and development through the use of Mediation and other ADR mechanisms. On this occasion, the President of the Bar Association of the Kingdom of Cambodia highlighted the shared objectives between the Bar Association and the Australasian Dispute Resolution Centre (ADRC) to expand training opportunities and create greater professional prospects for lawyers by strengthening their understanding of various dispute resolution mechanisms beyond traditional practices. With this shared commitment, the Bar Association of the Kingdom of Cambodia and Australasian Dispute Resolution Centre (ADRC) signed a Memorandum of Understanding on 23 October 2025, aimed at establishing cooperation in training on Alternative Dispute Resolution mechanisms, which is ADRC’s area of expertise. At the conclusion of the seminar, Attorney BUN Navina, Deputy Secretary General of the Bar Association of the Kingdom of Cambodia, representing Attorney SAING Vannak, delivered the closing remarks. He expressed confidence that participants had gained a deeper and more practical understanding of Alternative Dispute Resolution mechanisms, particularly the use of Mediation in resolving dispute.
