កិច្ចប្រជុំពិភាក្សាការងារស្តីពី ការអនុវត្តអនុស្សរណៈនៃការយោគយល់រវាងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា និងធនាគារជាតិនៃកម្ពុជា

នាព្រឹក ថ្ងៃព្រហស្បតិ៍ ១១កើត ខែមាឃ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៩ ត្រូវនឹងថ្ងៃទី២៩ ខែមករា ឆ្នាំ២០២៦ ក្រុមការងារចំពោះកិច្ចទទួលបន្ទុកអនុវត្តអនុស្សរណៈនៃការយោគយល់រវាងធនាគារជាតិនៃកម្ពុជានិងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា ដឹកនាំដោយលោកមេធាវី អ៊ីវ ប៉ូលី ប្រធានក្រុមការងារ បានចូលរួមប្រជុំពិភាក្សាជាមួយក្រុមការងារនៃអគ្គនាយកដ្ឋានបទប្បញ្ញត្តិនិងបរិយាបន្នហិរញ្ញវត្ថុ ដឹកនាំដោយ លោកបណ្ឌិត ឡាយ សុខហេង ឧបការីទេសាភិបាល និងជាអគ្គនាយកបទប្បញ្ញត្តិនិងបរិយាបន្នហិរញ្ញវត្ថុ នៅធនាគារជាតិនៃកម្ពុជា (អាគារសែនសុខ) ផ្អែកតាមស្មារតីនៃអនុស្សរណៈនៃកាយោគយល់រវាងស្ថាប័នទាំងពីរ ដែលបានចុះកាលពីថ្ងៃទី២៧ ខែវិច្ឆិកា ឆ្នាំ២០២៥។ កិច្ចប្រជុំនេះ ត្រូវបានរៀបចំឡើងក្នុងគោលបំណងកំណត់អំពីផែនការសកម្មភាពឆ្នាំ២០២៦ ដែលផ្តោតលើរបៀបវារៈសំខាន់ៗ ដូចខាងក្រោម៖ ១. សង្ខេបលទ្ធផលនៃកិច្ចសហការរវាងគណៈមេធាវីនិងធនាគារជាតិនៃកម្ពុជាកន្លងមក រួមមាន សិក្ខាសាលាស្តីពី មូលប្បទានបត្រ ការអនុវត្តហ៊ីប៉ូតែក ការបើកប្រាក់ក្នុងគណនីរបស់អ្នកស្លាប់ និងធ្វើកំណត់សម្គាល់អំពីភាពចាំបាច់ក្នុងការបន្តកិច្ចសហប្រតិបត្តិការប្រមូលធាតុចូលលើប្រធានទាំងនេះ ២. ផែនការរៀបចំសិក្ខាសាលា ឬវគ្គបណ្តុះបណ្តាល ឬការស្ទង់មតិ ដើម្បីប្រមូលធាតុចូលអំពីបញ្ហាប្រឈមក្នុងការអនុវត្តច្បាប់ក្នុងវិស័យធនាគារពីសំណាក់ភាគីពាក់ព័ន្ធដូចជាមេធាវី គ្រឹះស្ថានធនាគារនិងហិរញ្ញវត្ថុ ជាអាទិ៍ ៣. ស្វែងរកដំណោះស្រាយរួម ចំពោះបញ្ហាប្រឈម និងកំណត់យន្តការដោះស្រាយបញ្ហាទាំងនោះឱ្យបានត្រឹមត្រូវ ឆាប់រហ័ស និងមានប្រសិទ្ធភាព និង ៤. ផ្តល់ជាមតិយោបល់ជាធាតុចូលក្នុងការរៀបចំបទប្បញ្ញត្តិនានា ក្នុងវិស័យធនាគារ។

Working Group Discussion Meeting on the Implementation of the Memorandum of Understanding between the National Bank of Cambodia and the Bar Association of the Kingdom of Cambodia

On the morning of Thursday, 29th January 2026, the Working Group responsible for the implementation of the Memorandum of Understanding MoU between the Bar Association of the Kingdom of Cambodia and the National Bank of Cambodia, led by Attorney IV Poly, Head of the Working Group, held a working discussion meeting with the Working Group of the General Department of Regulation and Financial Inclusion of the National Bank of Cambodia. The meeting was led by Dr. LAY Sokheng, Deputy Governor and Director General of Regulation and Financial Inclusion of the National Bank of Cambodia, and took place at the National Bank of Cambodia (Sensor Building). The discussion was conducted in accordance with the Memorandum of Understanding signed between the two institutions on 27 November 2025. The meeting aimed to determine the Action Plan for 2026, with key agenda as follows: 1. Revision of past cooperation between the Bar Association of the Kingdom of Cambodia and the National Bank of Cambodia, including Seminars on Cheque, Hypothec Implementation, and the Handling of Deceased Persons’ Bank Accounts, as well as noting the need to continue cooperation and collect further inputs on these topics. 2. Discussion of plans to organize seminars, training programs, or surveys to gather inputs on challenges in the application of Banking Laws, involving relevant stakeholders such as lawyers, banks, and financial institutions. 3. Exploration of joint solutions to identified challenges and the establishment of effective, timely, and appropriate mechanisms to address them. 4. Provision of comments and inputs for the drafting and improvement of regulations in the banking sector.
