វេទិកាពិភាក្សាស្តីពី «បញ្ហាប្រឈមពាក់ព័ន្ធនឹងការអនុវត្តវិជ្ជាជីវៈមេធាវីក្នុងវិស័យដីធ្លី»

នារសៀល ថ្ងៃពុធ ៩រោច ខែបឋមាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី៨ ខែកក្កដា ឆ្នាំ២០២៦ លោកមេធាវី សាំង វណ្ណៈ ប្រធានគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា បានចាត់តាំង លោកស្រីមេធាវី ជា ពិសី សមាជិកក្រុមប្រឹក្សាគណៈមេធាវី អញ្ជើញជាអធិបតី និងថ្លែងសុន្ទរកថាបើកវេទិកាពិភាក្សាស្តីពី «បញ្ហាប្រឈមពាក់ព័ន្ធនឹងការអនុវត្តវិជ្ជាជីវៈមេធាវីក្នុងវិស័យដីធ្លី» រៀបចំឡើងដោយគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា ដែលមានការសម្របសម្រួលពីក្រុមការងារចំពោះកិច្ចទទួលបន្ទុកការងារអនុវត្តអនុស្សរណៈនៃការយោគយល់គ្នារវាងគណៈមេធាវីនៃព្រះរាជាណាចក្រកម្ពុជា និងក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ព្រមទាំងមានការចូលរួមពីសិក្ខាកាមជាមេធាវីចូលរួមដោយផ្ទាល់សរុបចំនួន៩១នាក់។ វេទិកាពិភាក្សានេះ ត្រូវបានរៀបចំឡើងក្នុងគោលបំណងដើម្បីពិភាក្សា និងផ្លាស់ប្តូរបទពិសោធអំពីបញ្ហាប្រឈមដែលមេធាវីជួបប្រទះក្នុងការអនុវត្តវិជ្ជាជីវៈពាក់ព័ន្ធនឹងវិស័យដីធ្លី វិភាគបញ្ហាផ្នែកច្បាប់ នីតិវិធី និងការអនុវត្តជាក់ស្តែងដែលកើតឡើងក្នុងការដោះស្រាយវិវាទដីធ្លី ព្រមទាំងដើម្បីស្វែងរកដំណោះស្រាយ និងផ្ដល់អនុសាសន៍សម្រាប់លើកកម្ពស់ប្រសិទ្ធភាពក្នុងការការពារសិទ្ធិ និងផលប្រយោជន៍ស្របច្បាប់របស់ភាគីពាក់ព័ន្ធប្រកបដោយតម្លាភាព ប្រសិទ្ធភាព និងយុត្តិធម៌។ បន្ទាប់ពីដំណើរការកិច្ចពិភាក្សាអស់រយៈពេលពេញមួយរសៀល ប្រកបដោយភាពផុលផុស និងទទួលបានលទ្ធផលជាផ្លែផ្កា លោកមេធាវី អ៊ីវ ប៉ូលី ប្រធានក្រុមការងារទទួលបន្ទុកការរៀបចំកិច្ចពិភាក្សា បានថ្លែងបូកសរុបលទ្ធផលនៃកិច្ចពិភាក្សា ដោយបានគូសបញ្ជាក់ថា កិច្ចពិភាក្សានេះបានផ្តល់នូវវេទិកាដ៏មានសារៈសំខាន់សម្រាប់ការផ្លាស់ប្តូរទស្សនៈ បទពិសោធ និងការវិភាគអំពីបញ្ហាប្រឈមដែលមេធាវីជួបប្រទះក្នុងការអនុវត្តវិជ្ជាជីវៈមេធាវីពាក់ព័ន្ធនឹងវិស័យដីធ្លី។ លោកមេធាវីក៏បានសម្តែងនូវការកោតសរសើរ និងថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះបងប្អូនសហភាតាទាំងអស់ ដែលបានចូលរួមយ៉ាងសកម្ម តាមរយៈការចែករំលែកចំណេះដឹង បទពិសោធ និងមតិយោបល់ប្រកបដោយស្ថាបនា ដែលបានធ្វើឱ្យកិច្ចពិភាក្សាប្រព្រឹត្តទៅដោយជោគជ័យ និងទទួលបានលទ្ធផលគួរជាទីពេញចិត្ត។

Panel Discussion on “Challenges Related to the Practice of the Lawyer Profession in the Land Sector“

On the afternoon of Wednesday, 8th July 2026, Attorney SAING Vannak, President of the Bar Association of the Kingdom of Cambodia, appointed Attorney CHEA Pisey, Member of the Bar Council, to preside over and deliver the opening remarks at the Panel Discussion on “Challenges Related to the Practice of the Lawyer Profession in the Land Sector“. The panel discussion was organized by the Bar Association of the Kingdom of Cambodia and coordinated by the Working Group Responsible for the Implementation of the Memorandum of Understanding between the Bar Association of the Kingdom of Cambodia and the Ministry of Land Management Urban Planning and Construction with a total of 91 lawyers participating in person. The forum was organized to provide a platform for discussing and exchanging experiences regarding the challenges encountered by lawyers in the practice of law relating to the land sector. Participants examined legal issues, procedural challenges, and practical difficulties arising in the resolution of land disputes, while also exploring solutions and formulating recommendations to enhance the effective, transparent, and fair protection of the lawful rights and interests of the parties involved. Following a productive afternoon of discussions, Attorney IV Poly, Head of the Working Group responsible for organizing the forum, delivered the closing remarks and summarized the key outcomes of the discussions. He emphasized that the forum had provided an important platform for participants to exchange perspectives, share practical experiences, and analyze the challenges faced by lawyers in handling land-related legal matters. Attorney IV Poly also expressed his appreciation and sincere gratitude to all participants for their active engagement and valuable contributions through the sharing of knowledge, professional experience, and constructive opinions, which contributed to the successful conclusion of the forum and its fruitful outcomes.
